Cover download happy paths (tar/zip/plain), failure branches (network, http, processing, missing tex, tar path-traversal member), boundary inputs (empty/oversized/degenerate chunking) and chunker init, token estimation, cleaning and overlap behavior with mocked network only. Invalid TODO.md docstring refs (tex_downloader.py:11, tex_chunker.py:11) are recorded in evidence, product code untouched per task scope.
