Description
Expose the built-in Mastery tutor catalog and tool execution through HTTP so external agents can use the same tutor operations and learning-state behavior as DeepTutor internal AI. The network handler delegates to the existing native tools and adds request receipts for safe retries.

Validation:
git diff --check f07029cf..HEADpassed. The focused unittest module ran 6 tests: 5 passed;test_quantitative_and_qualitative_parity_and_retryfails because the tutor shuffles choice labels independently for the native and HTTP paths while the test submits identical hard-coded labels, so the two paths can receive different semantic answers.
