docs: deprecate legacy make build in favor of CMake#48

Promote CMake to the primary documented build path in the top-level README and mark the make / .bat build as deprecated. Add a pointer to the upcoming releases/9.4 branch so consumers know where to track CMake build changes before they land on main.
