Force tox < 4.0 because there is a breaking change
Allow old files to be kept since we will only be scanning a portion of the repo
--keep-old-results
Allow the user to pass in the path list as a file. Because passing them in as cli args can hit ARG_MAX

Add test for --keep-old-results and add keep-old-results param to old tests
