This PR restructures Python manifest updates into separate, series-specific commits to improve review clarity and commit history.

Changes Included

• Update manifests: 3.11.x
• Update manifests: 3.12.x
• Update manifests: 3.13.x
• Update manifests: 3.14.x
• Remove manifests: 3.10.x
• Remove manifests: 3.9.x

Rationale

• The 3.9.x and 3.10.x manifest files were removed because they were pointing to an old repository.
• There are no active releases for Python 3.9.x and 3.10.x, so keeping these manifests would be misleading.

Scope

• No functional changes
• Only files under versions-manifests/ are modified
