Modifies the manifest export function to comply with new requirements on manifests in the Presentation 4 draft spec, and flagged as errors by the validator
-- all resources must have a URI, and that URI must start with an http or https schema fragment, although it does not have to be dereferenceable
-- no empty format properties allowed.
These changes do not deliver new capabilities. I propose it be released as a patch upgrade, version 1.0.1
