Update build script to support this new version. Also update: - Protobuf plugin to version 0.9.4. - SpotBugs to version 4.8.3 (plugin to version 5.2.5). Suppress a couple of newer checks for now.

Update Gradle Wrapper to version 8.7. Now the project compiles with Java 21.
The previous way to publish the artifact into the CLA12 Maven "directory" with
scpdoesn't work anymore with the newmaven-publish.
