Add inite-brain-service

Adds inite-brain-service — open-source (AGPL-3.0) bitemporal memory layer for LLM agents. MCP server (Streamable HTTP) exposing 18 tools across read/write/admin scopes.

Distinct from existing memory entries: bitemporal (valid-time + transaction-time both modelled), conflict resolver with supersede/competing/revive semantics, three memory tiers (facts/episodes/procedural), GDPR-grade forget_entity. LoCoMo-benchmarked.

Decision: Not ready to merge yet.

Reason:

1. The project looks closer to Tools than Advanced Components, and the current diff does not follow the standard entry format with a stars badge.
2. Please keep the wording tighter and place it in the most appropriate section before re-review.

Next step: Move it to Tools and resubmit the line in repository style.
