YOLO detector

Package that detects sam and/or buoy using YOLO v8n.

• It was tested in sim and with the new rosbags (it seems to be working better with rosbags)
• It publishes the buoy and sam predicted positions on corresponding topics, as well as camera image with annotaded bounding boxes.
• It lacks filtering/outlier removal for now. In real scenario, position estimation is not implemented due to absence of the camera frame.
