I will need it for things related to instrumentation, so moved this class to core, and refacto the validation command related part

Previously we could print normalized image layout used internally by the implementation. It is likely that related code will needs some additional massaging. Some behavior related to aspect masks is not super well defined.
This makes computations for CmdBindVertexuBuffer2 consistent with v1
Remove SyncStageAccess struct. Cleanup SyncBarrier struct.
