Teaches agents durable callbacks: ctx.waitForCallback / ctx.wait_for_callback, the POST /durable-callbacks/{succeed,fail,heartbeat} routes, and volcano [cloud] durable callbacks succeed|fail|heartbeat.

• volcano-durable: context operation row, a Callbacks section (when to pick it over messages, JS and Python examples, submitter idempotency, answering routes and status codes, CLI, local testing), safety, troubleshooting, verification, references.
• AGENTS.md: local callbacks commands are automatic while testing; cloud succeed|fail is confirm-first; command surface.
• volcano-typescript: CallbackSubmitter, WaitForCallbackOptions, CallbackFailedError.
• volcano-sdk routing row, index.json descriptions, and a trigger case.

Draft until these ship, since the skill names their versions:

• Kong/volcano-hosting#1966 (server, deployed)
• feat(durable): wait for callbacks with ctx.waitForCallback volcano-sdk-js#332 released as @volcano.dev/sdk 2.2.0
• feat(durable): wait for callbacks with ctx.wait_for_callback volcano-sdk-python#400 released as volcano-sdk-python 0.16.0
• feat(durable): answer durable callbacks with their token volcano-cli#337 released; the skill says CLI 0.51.0, so correct it if another release lands first.
