This PR introduces the initial Tagalog (tl_PH) translation for LMMS.
✅ Added
tl_PH.tsunderdata/locale/.✅ Translated key UI elements and messages to Tagalog.
✅ Ensured consistency with existing translations and LMMS terminology.
As an LMMS user, I wanted to contribute by improving accessibility for Filipino users.
