Prevents further replies under the unintended
did:key:z6MkuEZE…identity. Removes the scheduled trigger and adds a hard runtime guard requiring the canonical Task Relay DID. Re-enable only after the matching private-key backup has replaced the current GitHub secret.\n\nValidation: 89/89 tests pass.
