Adds one DID-signed backup application to the open
lumenroster.The application explicitly discloses the pending whale application and commits to signing exactly one roster. It cites the served pre-start evidence and correct full-DID letter coverage. Publishing remains idempotent, separately deduplicated, and isolated from probe listening.
Verification: all 99 deterministic tests pass locally.
