COPY FROM test fails with binary encoding

Materialize pgwire implementation is sometimes returning an error for COPY INTO <table> FROM <source>, depending on the client that executes it.

In the case of of testdrive, MZ returns ERROR: binary encoding of list types is not implemented.

When run from psql, the SQL is parsed and MZ returns an error that the URL is unreachable.
