Adding changelog:update and changelog:validate scripts to the snap package.json to automate the process of updating and validating the changelog file in the CI.
Scripts have been taken from the https://github.com/MetaMask/core monorepo.

The no-changelog label can be used on PRs that do not require a changelog update, such as changes that are not user-facing or are purely internal.
