a nice variety of Oshan improvements

About The Pull Request

this adds quite a few QoL/fixes to oshan:

• adds 3 more escape pods, for a total of 4.
• removed an extra cassette pouch in the radio booth.
• cleaned up xenobio a bit
  • moved the APC inside of xenobio
  • got rid of the stupid bugged railings, and added concrete floors similar to xenobio on other maps
  • moved around the canister pumps to be more out of the way
• AIs, borgs, and prisoners should spawn normally now when latejoining.
• the medkit outside medbay is now properly filled at roundstart
