What does this PR do ?
Added adaptive muon and test.
Clean up some emerging optimizers code overall
A further update of _init_group is required from EmergingOptimizers side before distributed checkpoint can be supported.

Recommend to finish EmergingOptimizers update and pick it up in dev before merging to main branch.
