Add CI/CD to Magpie dev branch

Enables tests on current magpie dev branch. Currently testing all L0 and 1 Magpie L2 tests. All other L2 tests on magpie branch are disabled

Todos

• Remove container building (since that takes 40mins) and just pull our container. Will not be added
• Fix Codec test
• Add fastdevrun for magpie default configs
• Add L2 inference runs for magpie release checkpoints
• Would be nice to modify it in such a way that it does not change the main ci/cd yaml, but instead creates another file which pulls from the main ci/cd yaml. Will not be added

Will move other Todos to another PR
