This creates new workflows specifically to separate the nightly Deployments runs.
https://github.com/NVIDIA/cuda-quantum/actions/workflows/deployments.yml is very busy now, with 2 separate nightly runs
This makes it hard at a glance to see the latest "full" Deployments run. This separates everything so it's much clearer when viewing the
deployments.ymlpage.
