Description
Adds an offline diagnostic workflow for the checked-out upstream Polars suite. It records per-test CPU-fallback telemetry for the injected in-memory and small-blocksize SPMD engines, then writes JSON and HTML summaries.
This PR does not compare or classify local cudf-polars tests, select strict-GPU tests, or make pruning decisions.
