Unit Tests are not expected to start, if no tag is attributed. So we can ignore the cicd for now. We can assign a v0.0.1 after this cleanup. |

Maybe "unmaintained" or something like that instead of "archived"? Just to note that Amazon's PECOS is not officially archived.

This PR renames the pypi release from
libpecostopecos4annifto avoid confusion and make the discontinuity of maintainance transparent. The underlying c++-librarylibpecosremains unmodified.This PR removes folders that will no longer be maintained in this fork:
