This PR renames the pypi release from libpecos to pecos4annif to avoid confusion and make the discontinuity of maintainance transparent. The underlying c++-library libpecos remains unmodified.

This PR removes folders that will no longer be maintained in this fork:

  • examples/
  • tutrial/
  • aws_infra/

TODO:

  • Update License Info in setup.py, NOTICE and README

Unit Tests are not expected to start, if no tag is attributed. So we can ignore the cicd for now. We can assign a v0.0.1 after this cleanup.

Maybe "unmaintained" or something like that instead of "archived"? Just to note that Amazon's PECOS is not officially archived.
