Merge relevant changes from main into dev.

OK the : prefix thing is not working for me locally, @baywet is that documented somewhere?

Also, I've found some other issues with these tests and their configuration across the branches (none of them are quite the same, and I don't think that's always intentional). I will file an issue later today once I have a chance to write it up. I'm leaving this up in draft for now.

@baywet this is still not picking up the change to tests/schema/oas-schema.mjs. Do we need to add a changing commit to it? I'm guessing that since it was previously merged and then deleted, it will need a new commit.

@handrews I didn't trace the history but I suspect since there was a merge and revert commit (from reading the script) it's not going to pick it up unless we either edit the base file (in main) or manually change it in dev

I went ahead and merged this so we will have it in place when PR #5499 merges. I'll go tack a trivial commit on the other file to see if we can get it picked up.
