[14.0][IMP] Kickstarter-page: update CONTRIBUTING.md

Hello,

In regards of the task Kickstarter page for the Internal WG, this PR is (yet) a draft to be finished with a few last missing inputs.

Initial purpose:

• explain and make visible the existence and purpose of this group
• facilitate onboarding of new-comers up to the autonomy of contributing to the groups

Proposal, to link/improve already existing content :

1. Website page Working groups
   • menu proposal: Get Involved > last link (new)
   • internal links from "About > How we work > Community Tools Teams [...]" and "Get Involved > Become a Contributor > Left menu"
   • I suggest we discuss about this page in this PR?
2. Reference to our Raison d'être GGDoc of OCA board, in 1st § of CONTRIBUTING.md (small recent updates)
3. CONTRIBUTING.md:
   • I added a FAQ (it's quite straight-forward)
   • small update of technical how-tos (git pull and createdb)

Open points in the PR:

• Any improvments in technical how-tos @petrus-v? I can try & work on that
• 1 "TODO" mention in the Requirements section I don't know how to treat
• I think a missing "neutralize" how-tos, but I don't know how to run/explain it. In future, maybe anonymisation too?

Other possible open points:

• Website page: should it be used to describe other Working Groups (I guess so)? Which ones? If not, is this page really useful?
• Idea of documenting OCA module synchronisation apps-store
• Should we list our group's members somewhere?

Hello, I am actually not sure anymore.
@petrus-v @thomaspaulb do you see any other dependencies to be listed here? Even though if there were any, they would be downloaded automatically while running the uv sync, right?
Else we should indeed removes those TODO.
