[18.0][ADD][WIP] project_scrum: moving from repo oca/project

OCA/project#1540

Edit : don't merge, we will integrate functionality from old version of module project_scrum and split it multiple module, add test and support data migration.

@pedrobaeza I cherry-pick all commit about module project_scrum from repo oca-project
I adapt manually the file README.md and setup/_metapackage/pyproject.toml , to fix a cherry-pick conflict.

We lost the commit history when coping project_scrum from oca-project-agile to oca-project at 18 nov 2024.
Maybe I can restore it, do we need it?

I did it, it's important to understand change between version of odoo 16 and odoo 18.

Removing

• scrum user story with risk/kano,moscow
• scrum actors
• scrum meeting
• scrum test
• scrum master, reviews, retrospective and user story from sprint
• moscow, risk, value, kano, user story from project_task

It's not the same module, this one is simplifying.
I can work to separate feature to another module, like project_scrum_us, to another pull request.

@mathben why not migrate the original project_scrum from this repo? I think the original project-agile module is more complete that this one. BTW I like you idea to have those removed features as extra modules

Thanks for the encouragement @ivancandelas , I have the same idea. We need to support data migration from old version.
Do you think we need to support from Odoo 12? And If I split functionality into multiple module for Odoo 18, we need to migrate data.
