Bring the unit and CI test coverage from upstream PR 312 onto the Sendspin branch. Update shared ServerState fixtures for the current required sound fields so the complete suite passes. Refs OHF-VoiceGH-312

This PR Adds Tests for LVA using Pytest and also adds a CI for PRs and Releases.
