Fixes

cbuild list context-sets ... only reports the first target-set #585

Broaden .gitignore patterns for binaries, config folders, and files
Add IsListCmd field to utils.Runner to control output handling for list commands
Added env variable name FORCE_JAVASCRIPT_ACTIONS_TO_NODE24 matches GitHub's official documentation for the Node 24 opt-in mechanism.
