ux: make Mycel notification prompts actionable

Summary

• make provider hook chat notifications instruct the agent to read before deciding whether to reply
• remove the hook-context line that explicitly said notifications could be ignored
• align local workflow wake text with the same read-before-reply wording while keeping top-level send-message / read-message
