What was the problem/requirement? (What/Why)

The interfaces that adaptors created using this library have are very different from the
CLI/batch processing interfaces published in the applications they're adapting. If they
were more similar, it would be easier for users to apply and reuse knowledge they already have.

What was the solution? (How)

This is a proposal to try a very different adaptor interface than is currently used.

What is the impact of this change?

Adds a proposal document that folks can read and comment on.

Looks good just a minor nit on POV, I'm excited to try out this alternative interface!
