Julia 1.13: KiteControllers.jl #67

Julia 1.13 for KiteControllers.jl: CI matrix 1.11/1.12 -> 1.12/1.13, 1.13 appended to the julia compat in Project.toml and docs/Project.toml, Manifest-v1.13.toml.default resolved under 1.13 replacing the 1.11 one, and bin/install, bin/create_sys_image, bin/update_default_manifest and bin/autopilot moved to 1.12/1.13 with their juliaup default calls gone (AGENTS.md 2). Also gitignoring the root LocalPreferences.toml, which every sibling repo already does and this one only did for examples/. Leaving fail-fast: false in CI.yml alone -- the plan says that is a cleanup PR of its own.
Closing: Bart has taken this repo out of the Julia 1.13 plan (1-Bart-1/Agents#282) because @ufechner7 moves it to 1.13 himself. The branch stays in case any of it is useful.
kitecontrollershas leftplans/julia-1-13.md, so this issue is no longer a unit of that plan and nothing schedules it or what it was waiting for.It is not closed: whether the work still wants doing is a person's call, on 1-Bart-1/Agents#282.
