Description

删除 .github/workflows/fleet_ci_log_analysis.yml，彻底停用 PaddleFleet CI 日志分析机器人。

合入后将同时停止：

• 分析 Test、Test-release、CE Daily Dev 和 CE Daily Release 的失败日志
• 写入 Actions Summary
• 向监控系统上报分析结果
• 在 PaddleFleet PR 评论区创建或更新 Paddle-CI-Bot 评论

验证：

• 相对 develop 的最终差异仅删除该 workflow，共 338 行
• git diff --check 通过
• 仓库内不存在该 workflow、评论 marker、paddle_ci_bot.py 或 report_monitor.py 的残留引用
