chore: repository cleanup, lean AGENTS.md and single version source - #13193
First pass of a repository cleanup: remove stale files and obsolete issue records, replace the 5,500-word CLAUDE.md with a lean AGENTS.md, and keep the version only in Cargo.toml. No compiler or runtime code changes.
Changes
Root cleanup: delete committed logs, task prompts and agent session notes (gc-handoff/, lane-*, cc-perf-campaign/, vtable/, TASK.md, OWNER, root CNAME). Move TYPE_LOWERING*.md to docs/ and competitive/ to benchmarks/competitive/. Ignore root *.log.
Docs: delete historical snapshots and issue write-ups that nothing references (docs/history/, September dependency audit, several one-off reports). Group the remaining October evidence under docs/audits/ with an index.
Agent guide: AGENTS.md is the single guide (about 750 words); CLAUDE.md imports it. Removed issue history, duplicated GC knob tables and Cranelift-era advice; fixed a claim that was no longer true (collect_local_refs_expr now walks children exhaustively) and a path to a file that no longer exists. Lints that read the guide (check_node_version_consistency, check_gc_doc_claims, check_gc_env_knobs, ci_plan, ci_test_scope) now point at AGENTS.md.
Release: drop the CLAUDE.md**Current Version:** line and the two checks that compared it with Cargo.toml (release-packages.yml preflight, scripts/publish/npm/bump.mts). PRs no longer need to edit CLAUDE.md.
Translations: regenerate docs/po/ with the pinned toolchain. The catalogs were stale since 2026-10-06; changed strings become fuzzy, none are dropped.
Review follow-up: PRs never bump the version (the release maintainer does); changelog fragments point at moved records or at git history for removed ones; check_gc_env_knobs.py exempts catalog entries whose source pages are already in HISTORICAL_DOCS, with a self-test case.

Every Python and shell command of the lint job was run on this branch and on main: the same 8 fail on both (check_file_size.sh, addr_class_inventory.py, gc_store_site_inventory.py, raw_handle_debt.py, registry_lifetime_check.py, sso_unbox_inventory.py, tokio_inventory.py, workspace_architecture.py --self-test), none new.
scripts/check_file_size.sh fails on console_promise.rs and module_decl.rs, which this PR does not touch.

I have NOT bumped the workspace version or edited CHANGELOG.md (maintainer handles these at merge)
Summary by CodeRabbit
Documentation
Updated contributor and release guidance, including changelog-fragment expectations and version-check steps.
Removed historical reports and archived material; added an index clarifying that audit records are snapshots, not current product guidance.
Chores
Release checks no longer require documentation version entries to match the workspace version. Tag availability and changelog-fragment checks remain.
Root-level log files are now excluded from version control.
Delete committed logs, task prompts and agent session notes that nothing
references (gc-handoff, lane-*, cc-perf-campaign, vtable). Move the type
lowering notes to docs/ and the competitive micro-benchmarks under
benchmarks/. Ignore stray root-level logs.
Delete historical snapshots and issue write-ups that no code, CI job,
script or book page references. Collect the remaining point-in-time
evidence under docs/audits/ with an index README.
Make AGENTS.md the single agent guide and keep only rules the code
cannot tell you: per-PR obligations, build and verification traps,
silent failures and gate policy. CLAUDE.md now imports it. Point the
doc-claim and Node-version lints at AGENTS.md, and move the native UI
widget recipe into the contributing guide.
Drop the CLAUDE.md Current Version line and the release preflight and
npm publish checks that compared it with Cargo.toml. Every PR no longer
has to edit CLAUDE.md. Update the release skill, PR template and
contributor docs.
Run docs/i18n.sh extract and sync with the pinned toolchain (mdBook
0.5.4, mdbook-i18n-helpers 0.4.0, gettext 0.21). The catalogs had not
been regenerated since 2026-10-06. Changed source strings become fuzzy
and new ones untranslated; no translation is dropped.
This PR updates repository guidance and release-version checks, adjusts contributor documentation, and removes historical reports, handoff notes, and benchmark tooling. It also adds a root-level log ignore rule and deletes several root-level files.
Release checks no longer compare the Cargo.toml version with a version in CLAUDE.md; tag and changelog-fragment checks remain. Repository guidance moves to AGENTS.md, and related contributor documentation and scripts are updated to refer to it.
Before merging, update the contributor guidance and stale changelog references so contributors follow the correct workflow and documentation links remain usable.

Full details: Description check
Explanation
The description covers the required sections: Summary, Changes, Related issue, and Test plan. The Summary states the cleanup goal and says no compiler or runtime code changes are made. The Changes section lists the root cleanup, docs changes, AGENTS.md replacement, release-version check removal, and translation regeneration. The Related issue is marked n/a. The Test plan lists concrete commands and results. The template's checklist item about not bumping the version or editing CHANGELOG.md is checked. Two template items are not addressed: the 'cargo build --release' and 'cargo test --workspace' checkboxes are absent from the test plan, and the author does not state whether a test under test-files/ or a docs/src/ update applies. The author also does not mention the template's Screenshots section, which is optional. Because the PR is a docs and tooling cleanup, the missing Rust build and test runs are a gap but not a critical one. The description is mostly complete.

Regenerated translation catalogs now carry strings from
weakmap-owned-index-validation.md, which HISTORICAL_DOCS already exempts.
Apply the same exemption to a .po/.pot entry whose source pages are all
historical, and cover it in the self-test.
