Restore the Opus 5 effort policy omitted during the shared model-policy refactor so cloud agent servers accept configured reasoning effort again. EAS Build defaults to Node v20.19.4, but node-gyp@12.4.0 pulls in undici@8.4.1 which requires Node >=22.19.0. On the builder this fails at install time with "webidl.util.markAsUncloneable is not a function", taking down every native postinstall (node-pty, better-sqlite3) and aborting the INSTALL_DEPENDENCIES phase. CI never caught it because GitHub Actions runs Node 22, so the local pnpm install succeeds and only the remote EAS install fails. Broken since node-gyp 12.4.0 entered the lockfile in #2795.
