Yo, so we discusses this in the maintainer meeting, It needs a little tweak.

Prisoners SHOULD be considered crew in terms of keeping them alive, but should not be listened to (AKA prisoners have no rights to law 2.)

Blanketly removing crew from Borg creates complications where borgs will just kill prisoners (funny but dumb)
