Gate game confidence behind developer tools

Summary

• hide game-confidence badges such as “Picture appeared” in the regular Library
• hide the complete confidence, verdict, and note panel unless Developer Tools is enabled
• remove hidden compatibility status from accessibility output
• keep Play, Repair, Game Details, and save controls available normally

Verification

• 271 Swift/XCTest tests passed with 5 expected environment skips
• all 98 native UI snapshots passed in light/dark and compact/wide layouts
• developer-on confidence snapshots remain intact
• developer-off Library baselines now prove the diagnostic surface is absent
• git diff --check passed
