feat: Add userAgent to Bedrock client for version tracking

Description

This PR adds a userAgent to the Bedrock client to enable better observability and tracking of errors/metrics across different Roo versions.

Changes

• Import Package from shared/package.ts to access version information
• Add defaultUserAgentProvider to BedrockRuntimeClient configuration
• Sends 'RooCode/version' as userAgent for consistency with project conventions

Motivation

As requested in #8660, this enhancement allows Bedrock users to:

• Track metrics and errors by Roo version
• Detect regressions between different releases
• Improve observability of Bedrock API usage

Testing

• All existing Bedrock tests pass ✅
• Manually verified userAgent is properly configured in BedrockRuntimeClient

Implementation Notes

Similar to the approach taken by Cline in their PR #6821, but adapted to follow Roo Code's existing conventions by using 'RooCode' instead of 'roo-cline' for consistency with the User-Agent format defined in src/api/providers/constants.ts.
