fix(debate): restore full transcript output and json formatting

Summary

• fix csa debate intermittently returns only verdict line (text/json output truncated) #292 by making csa debate output include full transcript in text mode (while preserving verdict summary line)
• honor global --format json for csa debate and emit structured JSON payload
• harden summary extraction to ignore CSA section markers/meta lines
• add regression tests for json-format CLI path and output-format branch behavior
