Scope

Fix a real clock mismatch in the hook settlement fixture: it admitted a record at a synthetic 1970 timestamp even though an evicted ledger is reopened against the wall clock. The fixture now uses the existing hook_now() authority, keeping its completion and replay assertions.

Preserve typed git_topology_declared_authority_unavailable behavior while recording the actual failing stage/error through existing tracing; the earlier cold-daemon Git-sync failure is not yet resolved.

CI-integrity correction

Follow-up commit 7dd96d1 removes this branch's unmeasured test-budget increases and weakened acceptance: original 5-second settlement/host waits, Bazel suite sizes, 4-second HTTP fixture timeout, strict advisory assertion, and 16-writer response-handle contention are restored, byte-for-byte. This directly addresses the posted review objections. The new diff retains only the two changes above; there is no fake green signal.

Validation

Static GitHub diff/source review confirms that original test coverage and budgets are restored and the two retained changes are scoped. Fresh current-head CI is queued. No local Bazel/Rust execution is available here. Older timeout failures in code-index, global-db, agent-hosts and settlement are not claimed fixed, and the PR must not merge without complete current-head native CI and required reviews.

Private Linux CI failed these suites on PRs that do not touch them. Three
hit the medium 300 s limit while still making progress: global-db unit_test
timed out on #4720, #4721 and #4735 after running 102-224 s elsewhere, and
dashboard_api_test and code-index-runtime unit_test also timed out. Mark them
large. The settlement tests failed on #4713, #4721 and #4723 when a 5 s wait
elapsed; those bounds only cap waits for completion, so raise them to 120 s.

Every failure in publish_native_topology collapsed into the same
git_topology_declared_authority_unavailable code, so a cold-daemon git-sync
failure on master's Private Linux CI left no evidence of its cause. Log the
failing stage and error. The operator-facing failure code is unchanged.

Admit the hook settlement test inside the real retention window. Settlement
reopens an evicted ledger at the wall clock, which expired a 1970 admission;
forcing the eviction reproduces the CI assertion.

Retry retryable temporal_refresh_unavailable in the advisory ingest test.
Raise the fixture HTTP limit to 30 s because mutations are not retried, raise
the seat and host-write waits to 120 s, and use 4 contended writers so the
response handle test stays inside the production lock deadline.

Remove unmeasured budget inflation and reduced validation in #4737:
restore original settlement/host readiness deadlines, native Bazel suite
sizes, HTTP fixture timeout, 16-writer lock contention, and strict advisory
acceptance. These hid or deferred real failures rather than fixing them.

Keep the independent hook test's wall-clock retention correction and
stage-aware Git-topology failure diagnostics. The unchanged suites retain
all behavioral assertions. This is a non-force follow-up, not a green CI
claim; unresolved throughput and settlement failures still require proof.

Consolidated into #4742 (integrate/open-pull-requests) at the captured head shown in its description, as requested. Continue review and further fixes on #4742. This closure does not assert CI readiness; the replacement remains draft. Source branch retained.
