Layer role

This repository is the explicit practice layer of the Terra / FMP weave.

It should hold:

• architecture and implementation blueprints;
• platform module descriptions;
• educational and governance system designs;
• applied documentation and implementation-facing materials.

It should not act like:

• a pure theory repository;
• a publication package repository;
• a donor governance repository;
• a flat archive of every Terra artifact ever produced.

• archive dumps without implementation role;
• donor governance rewritten from scratch;
• publication packages that belong elsewhere;
• machine residue as the main public entry.
