• Add ThresholdEvaluator with cooldown tracking (6h min between alerts)
• Implement AlertingService with burn rate calculation & escalation
• Create multi-channel notification templates (in-app, email, push, SMS)
• Add REST API for alert configuration management
• Implement mobile UsageAlertsScreen for threshold config
• Add database schema for metrics, configs, alerts, approvals
• Add ThresholdEvaluatorJob cron (runs every 5 minutes)
• Support edge cases: plan changes, mid-cycle usage resets
