Overview
Bumps deployment defaults from socketdev/socket-registry-firewall:2.9.10 to 2.9.15 and aligns the Helm chart patch release 0.11.9 → 0.11.10 (appVersion and image.tag stay in sync).

The same pin is applied across Helm (Chart.yaml, values.yaml, README), CloudFormation EKS (firewall-eks.yaml parameters ChartVersion / FirewallImageTag, example dns-override.values.yaml, and README defaults). No application or template logic changes—only version strings and documentation.
