feat: live run index (gakudan_liveboard v0.1.2) - #14

New runs now appear in the dashboard's left column without a refresh. Adds the /sse/runs index-stream route (behind the dashboard basic-auth gate) and bumps gakudan_liveboard to v0.1.2 which serves it.

Picks up gakudan_liveboard v0.1.2 (live run index) and mounts the new
/sse/runsindex stream behind the dashboard basic-auth gate. New runs now appear in the left column without a refresh.Verified on a release:
/sse/runs→ 401 without creds; authed, a freshly-started run appeared in#run-indexlive (count 0 → 1). fmt/xref/dialyzer/ct clean.
