LED subsystem and code to set the color when the robot is disabled/enabled. Thanks Griffin!

Draft PR until we :

get LEDs on the competition bot
choose proper default behaviors for disabled and enabled (e.g. alliance colors)
make some command objects to allow for more systematic control
