• add webhook-enabled telemetry emitter for story_start, choice_selected, smoke_triggered, story_complete with Discord embed payloads
• expand unit tests to stub fetch and validate webhook payloads and error handling
• add workflow helper command and normalize implement command model config; update beads deps state
