Is your feature request related to a problem? Please describe.
Endorements page for those who choose to do so on the website is pretty clunky. As apart of the potental API option -- also look at re-doing the webui side.

Describe the solution you'd like
Filtering / Better Controls for assigning endorsements at user level (right side bubble menu)

Make it more logical (IE when someone clicks Add T1 endorsement dont have it just assign CTR but rather start at TWR and go up). Etc.

This application will work for T1. Ie A certified CTR controller may need to attain T1 certifications from bottom and up at individual stages. However not for T2. A certified CTR controller upon earning their endorsement will apply top down and not work their way up.
