Summary
While fixing some uneeded type exports to not be included in builds do some dependency and build tool maintenance
Latest versions of vertexvis configs which also moves things up to rollup 4
lerna 6 -> 9 is pretty easy jump for this repo, and matches handful of out other repos now at lerna 9
Test Plan
Builds succeed and publish correctly.
Usage in web-sdk should allow us to remove skipLibCheck config for test and doc files
