Pin ruby-version in release workflows - #2690

Set ruby-version: 4.0 explicitly on ruby/setup-ruby in release.yml and publish-release.yml so they don't fall back to .tool-versions (which pins ruby 4.1-dev, not a version available on ubuntu-24.04 runners). The release workflow fails with:
ruby/setup-rubyinrelease.ymlandpublish-release.ymldoesn't specify aruby-version, so it falls back to.tool-versions, which is pinned toruby 4.1-dev— not a version available on the runner.Rather than changing
.tool-versions, pinruby-version: 4.0directly in both workflows, matching the version used acrossci.yml,lint.yml, andpush_gem.yml.
