세 파트의 변경 감지, 기계 검사, AI 리뷰, 최종 quality gate를 실제 PR에서 함께 검증한다. Constraint: 검증 전용 브랜치이며 절대 머지하지 않음 Confidence: high Scope-risk: narrow Directive: 검증 후 PR과 원격·로컬 테스트 브랜치를 삭제 Tested: marker diff check Not-tested: GitHub Actions와 외부 모델 호출은 PR에서 검증
