Adds a new Zcash_Tech page explaining private information retrieval (PIR): what it is, why a private Zcash wallet needs it, and how it works, from the concept down to the cryptography.

PIR came up as a protocol session topic at the 2026 ZODL Summit alongside Ironwood and Tachyon, and the wiki had no page on it. This one is layered so a newcomer can read the concept and stop, while a technical reader can follow it down to the homomorphic-encryption construction. It ties the concept to the real Zcash work (the wallet scanning bottleneck, Valar Group's PIR for nullifier checks) and is honest that this is active research, not a shipped feature.

Sourced to the cryptography literature and reporting on the Zcash scaling work. Menu-titles manifest regenerated so that check is clean. Any protected-terms red is pre-existing translation debt in other locales, not this page.
