feat(mcp): gate task tools with persisted ranked selections - #2323
Limit the MCP tool catalog sent with task API requests. At or below the scoped threshold, keep the existing tool array. Above the threshold, rank tools against the initial task text and attach the initial selection. Native tools remain available.
Add mcp.dynamicLoad.threshold (default 50) and mcp.dynamicLoad.initialK (default 30). Validate stored values and complete the settings-to-webview round trip.
Persist Task.attachedMcpToolNames and restore it on reattach. Treat invalid attachment fields as absent while preserving valid empty selections.
Give images-only or blank tasks a bounded selection of distinct scoped tools.
Apply routing to standard requests, Gemini declarations and callable names, and all three condensation paths.
Preserve MCP names already used in conversation history. Retain the in-memory selection if saving fails, so storage errors do not enter the API retry loop. Later normal saves retry persistence.
Remove the startup too_many_tools_warning message. Retain its enum and renderer for old history, and preserve the deprecated catalog threshold export for compatibility.
Test Procedure
Use Node 22.23.4 and run:
pnpm test --concurrency=1
pnpm lifecycle:model-check
pnpm --dir src run check-types
pnpm --dir webview-ui run check-types
The full repository test run passed all 14 Turbo tasks. It included 12,549 passing extension tests and 2,333 passing webview tests. Lifecycle model checks, TypeScript, ESLint, and Prettier passed. ESLint suppression counts are unchanged.
Focused coverage includes the 50/51-tool boundary, 100-tool initial API requests, Gemini restrictions, all four tool-build sites, history restart and restore, invalid settings and attachment data, blank tasks, historical calls, and save failures.
Documentation Updates
Add docs/architecture/mcp-dynamic-tool-loading.md to describe routing, persistence, compatibility, and deferred work.
Additional Notes
initialK limits the initial ranked selection. Historical tool names accumulate and can grow the selection beyond that limit. They are not trimmed because providers may require their definitions to validate conversation history. Current server, mode, and tool-policy restrictions still apply.
The gate controls advertised definitions. Existing authorization still governs tool execution.
Added task-scoped loading for large MCP tool catalogs. Tasks attach a limited set of relevant tools, while existing conversation history can retain previously used tools.
Added configurable MCP loading settings, with defaults of 50 tools as the threshold and 30 tools in the initial selection.
Selections persist with task history and remain available for the active task if saving fails.
Documentation
Added guidance on MCP tool loading behavior, settings, and current limitations.
The change adds configurable task-scoped MCP tool selection. Tasks persist selected tool names, and tool construction limits advertised MCP definitions when the scoped tool count exceeds the configured threshold. The change also removes Task’s startup warning for large MCP catalogs.
Changes: Task-scoped MCP tool loading
Layer / File(s)
Summary
Dynamic-load settings and validation packages/types/src/mcp.ts, packages/types/src/global-settings.ts, packages/types/src/vscode-extension-host.ts, src/core/webview/ClineProvider.ts, src/core/webview/webviewMessageHandler.ts, related tests
Adds threshold and initial-selection settings with defaults of 50 and 30. The settings are validated when updated and resolved when projected into webview state.
Task selection and history persistence packages/types/src/history.ts, src/core/task-persistence/*, src/core/task/Task.ts, related tests
Adds persisted task attachment names. Task initialization restores or selects names, includes names found in assistant tool-use history, and retains the in-memory selection when metadata saving fails.
When the scoped MCP tool count exceeds the threshold, tool construction limits advertised MCP definitions to attached names. Task request paths pass the settings to tool construction. Task no longer emits the legacy catalog warning; its historical rendering remains. Tests cover the selection and filtering paths.
Zoo-Code-Org/Zoo-Code#2118 — Both changes match MCP names in request or conversation history to declared tool names.
Zoo-Code-Org/Zoo-Code#2322 — This change uses ToolRouter.attachInitial to select the task’s initial MCP tool attachments.
Merge Risk: Low · up to 335e7
The change has bounded risks: cancellation can still launch a request, and malformed saved selections can hide MCP tools on resumed tasks. Correct these edge cases and strengthen the focused tests; no broad deployment failure is established.

Explanation
[#578] Task persists and restores attached MCP names. The tool builder retains the existing array at or below the threshold and filters MCP definitions above it while retaining native tools. The settings schema defines defaults of 50 and 30. Task no longer emits the startup warning. An initial-request test uses 100 mock MCP tools and checks the configured limit and a native tool.
Full details: Out of Scope Changes check
Explanation
[#578] The settings validation, persistence handling, Gemini and condensation routing, tests, and documentation support task-scoped tool selection. Historical warning rendering and the deprecated catalog threshold remain for compatibility. The changes do not add the deferred mcp_load tool.
Full details: Security Boundaries
Explanation
No changed path showed a security boundary violation. The routing gate filters existing MCP definitions, and MCP execution still checks policy, server allowlists, and approval. The ranker processes task text locally.
Full details: Persistence Integrity
Explanation
The MCP selection update is not atomic with concurrent history saves. Task.ts:1829 snapshots the selection before taskMetadata awaits I/O, while Task.ts:3046-3068 can add historical names and save a newer selection. A delayed earlier save can then overwrite that selection: TaskHistoryStore.ts:234-240 treats the stale array as a replacement. A restart can lose the added names, especially if conversation history was truncated.
Resolution
Serialize selection snapshots and history writes, or merge attached names atomically under the history-store lock. Add a test that delays an older save until after a historical-name update.
Full details: Regression Evidence
Explanation
The retry of attachment persistence after a save failure lacks focused coverage. Task.ts includes the selection in later metadata saves, but Task.persistence.spec.ts:355-394 only checks the arguments to a metadata mock. That mock returns a history item without attachments. The store round-trip test bypasses Task, so it cannot verify that the retry sends the selection to task history.
Resolution
Add a focused test that fails the initial history save, performs a normal save, and verifies that updateTaskHistory receives the selected MCP names.
Full details: Lifecycle Resource Cleanup
Explanation
Cancellation during the new MCP initialization can start duplicate API work. build-tools.ts:152-169 awaits ranking and persistence. If cancellation occurs during that wait, cancelCurrentRequest() has no request controller to abort. When the wait finishes, Task.ts:5953-6003 creates a new controller and starts the old request without rechecking cancellation. A resumed task can start another request for the same work.
Resolution
Stop MCP initialization when the task is cancelled or disposed. Recheck cancellation after tool building and before starting API work in each request and condensation path. Add a test that cancels while MCP initialization is pending and verifies that the old task starts no request.

Review-state labels are managed by this workflow; do not edit them manually. community-approved is managed the same way — do not add or remove it manually. It signals a fresh community code approval for the current head as an advisory priority only; maintainer review is still required.
Add or strengthen a focused test that fails under the mutation. If the mutant is equivalent, request maintainer approval for the narrowest mutator-specific exclusion and explain why it cannot change behavior:

Validate restored MCP selections before marking them initialized.
When a nonempty saved selection contains invalid names or underscore-separated aliases, restoration marks it initialized without resolving the names. Above the threshold, requests can then omit every MCP definition, and later initialization does not rerank. Validate and resolve saved names while preserving valid empty selections.

Assert the historical tool name in the history-call case.
The historyCall case checks only the count of mcp-- declarations. Any eight MCP tools satisfy it, including a set that drops mcp--catalog--tool_99. Add a membership check for the historical name so the test detects that regression.
Suggested fix
expect(names.filter((name) => name.startsWith("mcp--"))).toHaveLength(expected)
+ if (historyCall) expect(names).toContain("mcp--catalog--tool_99")
expect(names).toContain("read_file")
As per path instructions: "Reject weak assertions on values that could take multiple forms ... when the actual type, value, or object identity is verifiable." The historical name is verifiable in metadata.tools, so a count-only check is insufficient.
